WHAT'S NEWRetail Prices for Non-contestable Electricity Customers - Price Direction 2008-0918 July 2008 On 20 June 2008, the Commission released the Final Report and Price Direction on Retail Prices for Non-contestable Electricity Customers in the ACT for the period from 1 July 2008 to 30 June 2009. The 'transitional franchise tariff' (TFT) is a regulated retail tariff for customers who choose not to move to a negotiated contract offered by the incumbent retailer, ActewAGL Retail, or by a competing retailer. The Commission approved a 7.11% increase in the annual average transitional franchise tariff price cap. The full report is now available.

The decision to grant the licences was notified on the ACT Legislation Register on 2 June 2008 (see NI2008-194) Retail Prices for Non-Contestable Electricity Customers 2008-09 - Draft Decision29 May 2008 On 7 February 2008, the Attorney-General, Simon Corbell MLA, referred the provision of a price direction for the supply of electricity to franchise customers to the Commission. The direction, issued under the Independent Competition and Regulatory Commission Act 1997 is for the period 1 July 2008 to 30 June 2009. On 23 April 2008, the Commission released a draft decision that proposes a regulated maximum tariff for the supply of electricity to customers on standard (non-negotiated) customer contracts for the 2008-09 year. Written submissions on the draft decision closed 23 May 2008. Submissions received are posted here. The Commission will release its final decision and price direction in mid-June 2008. Media Statement ( Feed-in Tariff Discussion Paper – Commission Comments5 March 2008 In December 2007, the ACT Government issued a Discussion Paper on the possible model and operation of a feed-in tariff (FiT) arrangement. A copy of the Commission’s comments on the Discussion Paper is below ICRC Submission - Feed-in Tariff ( GreenPower Scheme5 March 2008 On 23 January 2008, the Minister for Environment, Water and Climate Change, Jon Stanhope MLA, directed the Commission to give effect to a GreenPower scheme through suitable variations to the licences of electricity retailers issued under the Utilities Act 2000. The scheme will require licensed retailers to have access to an accredited green energy product. The product must be the first offering to new and reconnecting customers. The product must also be offered and made available to existing customers at their request. All retailers must commence the offering of an accredited product to all classes of customer no later than 1 January 2009. Water and Wastewater Price ReviewUpdated 5 March 2008 The Commission received a reference from the ACT Attorney General instructing it to provide a price direction for water and wastewater service for the period from 1 July 2008 to 30 June 2013. The Commission released its Draft Decision and Price Direction on 14 December 2007. A public hearing was held on 14 February 2008. The Commission’s Final Decision and Price Direction will be released on 11 April 2008. Compliance Report 2005-06 ( Proposed Variation to the Consumer Protection Code10 November 2007 The Consumer Protection Code, an industry code under Part 4of the Utilities Act 2000,outlines the rights of customers, consumers and utilities about access to, and provision of, utility services. Following representations from a number of utilities and the ESCC the ICRC is seeking comments on the proposed variations to the Code.
