We invited stakeholders to make written submissions to the Issues Paper.

Submissions closed on 20 July 2026; however, on a limited basis, the commission granted extensions upon request.

Consumer Protection Code Review: Issues paper released

The Independent Competition and Regulatory Commission (the Commission) has released an issues paper commencing a review of the Consumer Protection Code (Code), which set consumer protections and minimum standards customers can expect when receiving essential utility services.

The Code applies to electricity, gas, water and sewerage utilities as well as energy retailers operating in the ACT.

Stakeholders are invited to submit on any additional issues that have not been identified in the issues paper.

A copy of the issues paper is available below. Submissions on the issues paper close Monday, 20th July 2026.
