The commission is conducting a review of Icon Water’s sewerage tariff structure and the potential introduction of a liquid trade waste tariff in the ACT.
The current charging framework has remained largely unchanged for more than two decades. This review aims to ensure the charging framework strikes a balance between economic efficiency, environmental sustainability, and social equity and provides clear incentives for efficient water use and wastewater management.
The review is expected to be revenue neutral, with Icon Water’s total revenue remaining broadly unchanged and any changes affecting only how charges are distributed among customers.
The emphasis of the review is on sewerage and trade waste tariffs for non-residential customers, but the commission is interested in views on sewerage tariffs for residential customers.
Any changes resulting from this review are expected to inform the next price investigation and be implemented in the 2028 regulatory period.
Release of Issues Paper: Review of sewerage tariff and liquid trade waste charging
On Thursday 6 November 2025, we released an issues paper as the first step in our review process.

Stakeholder submissions on the issues paper are open until Tuesday 10 February 2026.
