The ICRC's Statement of Intent for 2022-23 has been published in the ACT Government Budget Papers and we have updated our strategic plan priorities for the year accordingly.
Statement of Intent for 2022-23
On 30 June 2022, Icon Water submitted its price proposal to the Commission’s regulated water and sewerage services prices 2023–28 investigation.
On 31 March 2022, the Australian Energy Regulator published its Better Bills Guideline. As the AER Guideline is similar to the better offer obligation contained in the ACT Code, the commission decided to vary the ACT Code.On 21 June 2022 the ACT Code was varied to remove the better offer obligation.To ensure that consumers in the ACT continue to obtain the benefits of the better offer obligation until the AER Guideline is fully operational, the current transitional better offer arrangements within the ACT Code have been extended to 31 March 2023.
We have approved an update to the Precinct Map effective from 1 July 2022.
On Wednesday 15 June 2022, we released the annual update of regulated water and sewerage services prices for 2022-23. The report sets out the maximum prices that Icon Water can charge customers in 2022–23, in line with our price direction for regulated water and sewerage services.
We have released our annual update of regulated retail electricity prices for ActewAGL Retail’s small customers for the financial year beginning 1 July 2022.
2020-21 Utility Licence Annual Report (ULAR)
On 5 May 2022, we released our report on how well the licensed water and energy utilities performed in delivering safe, reliable and quality services to ACT households and businesses over 2020-21. We also released our report on how well National Energy Retail Law retailers complied against the Consumer Protection Code 2020 (ACT).
We have published the submissions we received on our issues paper.
On 31 March 2022, the AER published its Better Bills Guideline which replaces the better offer obligation contained in the ACT Code. The commission has therefore decided to vary the ACT Code.
On 1 March 2022, we released an issues paper outlining our approach to the 2023-28 water and sewerage services price investigation. Submissions on the issues paper close on Friday 8 April 2022.
We have made a factsheet to tell customers how the ACT Retail Electricity (Transparency and Comparability) Code can help them find the best electricity plan for their circumstances and what they can expect from electricity retailers.
We have released the final report on our review of the methods and data we use to forecast demand for water and sewerage services in the ACT.
