Capital Contribution Code – 2023 Precinct Map Update

We have approved an update to the Precinct Map effective 1 July 2023.

The new Precinct Map includes a version number, effective dates and a list of arrears added since the previous version of the map was released in 2022.

Under the Code, no further additions can be made to the Precinct Map until 1 July 2024.

Capital Contribution Code - 2020 Precinct Map update

The Commission has approved an update to the Precinct Map effective 1 July 2020.

This year’s map includes eleven new additions, as well as revisions excluding areas that were incorrectly captured in previous versions of the map. The excluded areas have been marked in a different colour on the map and represent undeveloped land, with no underlying water infrastructure. Some of the areas, such as those zoned “Broadacre”, have potential for future development and have been excluded to maintain the intent of the Code to collect payments from infill type developments. A full list of blocks that have been affected is published below.

Under the Code, no further additions can be made to the Precinct Map until 1 July 2021.

Final Determination: Water and Sewerage Capital Contribution Code

On Friday 8 December 2017 the Commission released its final determination on the Water and Sewerage Capital Contribution Code proposed by Icon Water.

The Commission accepts the need for a Capital Contribution Code and believes the Code represents a fairer and more transparent way of charging for infrastructure upgrades than the arrangement it will replace.

The charge and associated projects will be subject to annual review by the Commission.

The Code takes effect from 1 January 2018, with an 18 month transition period for properties purchased prior to the commencement date.

Draft Decision: Water and Sewerage Capital Contribution Code

On Wednesday the 4th of October 2017 the Commission released its draft decision on Icon Water’s proposed Water and Sewerage Capital Contribution Code.

By releasing this draft decision, the Commission is seeking further submissions from the public on the single precinct model, and any additional issues that may not have been addressed by the Commission.

Formal submissions on the draft code will close on 3 November 2017, 30 days after the public notice advertising the draft code was published in the Canberra Times on 4 October 2017.

Icon Water’s proposed water and sewerage capital contribution code

On Thursday, 30 March 2017 the Commission put out for public comment Icon Water’s proposed Water and Sewerage Capital Contribution code. Icon Water has submitted the proposed code under Part 4 of the Utilities Act 2000.

The closing date for written submissions on the draft code and scheme was Friday, 12 May 2017. Submissions received on the proposed code and scheme can be found below.
